Turtle breeding!!!!!!!!!!!!?

i keep hering that a 40 gallon is to small a tank for my turtles. and they cant breed if they dont hibernate. and him fluttering his claws dosent mean he is trying to mate nesisarally but put all that aside. can you tell me how to breed them no crap answers just a real lagit answer
